The World Scout Youth Forum

The World Scout Youth Forum (WSYF) is an educational tool to support the process of developing youth participation in partnership with adults for young members in the oldest age sections. The 11th WSYF will take place in Blumenau, from Monday 3 January to Thursday 6 January 2011.

Each National Scout Association can send up to two delegates and three observers; therefore, the maximum number of
participants on a delegation is five.

According to Resolution 6/02 on Youth Involvement in Decision-Making, the WSYF “shall be to enable young people to:

1. share their ideas and experiences on current issues affecting young people in different parts of the world;

2. suggest ways of strengthening national youth policies and training young people for world citizenship; and

3. contribute new ideas to the Movement on how to enrich educational programs for young people over 16”

With that in mind, in its first meeting in Geneva, in November 2008, the Planning Committee agreed on a number of topics that would be relevant to discuss. Both Scouting and non- Scouting topics were considered.

Theme: “Paddle your own canoe”
“Empowering young adults”, including:

Youth involvement in society (active citizenship; youth empowerment; rights of young people)
Skills for life (diversity; soft skills; leadership)
Personal Commitment

“World Wide Movement – Scouting”, including:

• Revitalizing the Young Programme (Quality of the programme (growth)/ Scouting and technology/ Guidelines for the Rover Scout Section)

• Impact on society (Millennium Development Goals / The Scouts of the World Award/ Environment/ Education for Peace)

• International Scouting (Values of Scouting/ Items from the agenda of the 39th World Scout Conference, 2011/ Strategy for Scouting/ World Organization of the Scout Movement)
